Information about energy deregulation
For decades, two companies, Connecticut Light & Power (CL&P) and United Illuminating (UI), were making and selling electricity in Connecticut. Although CL&P and UI continue to maintain the transmission lines for distribution of the electricity,the consumer now has the ability to choose the electric supplier from which they purchase their electricity.
The most significant change for the customer is choice of electric supplier. End users will notice very little change. The power is as reliable as ever. Customers will continue to receive one bill from either CL&P or UI, and continue to call CL&P or UI if they have a billing questions or outages.
Only generation is open to competition. Generation accounts for approx. 60% of the overall monthly electric bill.
The generation service portion is open to competition by Connecticut's deregulation and restructuring law. Instead of being owned by "the electric company," power generation is owned by independent, competitive companies. These companies may sell the power either wholesale (to electric companies or retail suppliers) or retail (directly to you). Power continues to come through poles and wires owned by the two "distribution companies" - CL&P and UI.
In 1999, CL&P and UI were required to sell their electric generating plants. As a result, CL&P and UI no longer produce electricity. Instead, they purchase it from private companies and deliver it to their customers. Because CL&P and UI no longer own power plants, companies are allowed to compete and sell electricity to Connecticut consumers. This is the main reason consumers now have a choice to choose an electric supplier. CL&P and UI encourage their customers to learn more about choosing an electric supplier to help control energy costs.
It is important to know that regardless of the electric supplier you choose, CL&P or UI will continue to deliver your electricity, bill you for service and respond to power outages.
